नामांकन आधारित सम्मान · नियम एवं शर्तें

Official Terms, Conditions and Nomination Regulations governing the Rachnakaar Gaurav Samman and the Rachnakaar Shree apex honours.

Organised by
Rachnakaar Bharat Foundation
Award year
2026
Annual Award Ceremony
20 December 2026
1

Purpose of the Rachnakaar Awards

The Rachnakaar Awards are annual, nomination-based honours instituted by Rachnakaar Bharat Foundation (“Rachnakaar”, “the Foundation”, “the Organiser”) to recognise individuals whose work and contribution have demonstrated excellence, originality, significance and lasting value in the fields of:

  • Literature
  • Arts
  • Indian cultural and traditional expression
  • Performing arts
  • Related fields specifically recognised by Rachnakaar

The Awards are intended to recognise merit and contribution, and are not intended to operate as popularity contests, public-voting awards, paid recognitions or awards based solely on fame, commercial success or social-media presence.

2

Award Structure

Rachnakaar Awards 2026 shall principally comprise two levels of recognition.

A. Rachnakaar Gaurav Samman

The Gaurav honours recognise significant achievement, excellence and meaningful contribution in the nominee’s respective field.

1. Rachnakaar Sahitya Gaurav

For significant achievement and contribution to Literature. Areas may include:

  • Poetry
  • Short Story
  • Fiction
  • Novel
  • Literary Criticism
  • Literary Research
  • Translation
  • Children’s Literature
  • Language & Literature
  • Other recognised literary contributions

2. Rachnakaar Kala Gaurav

For significant achievement and contribution to the Arts. Areas may include:

  • Music
  • Dance
  • Theatre
  • Performing Arts
  • Visual Arts
  • Folk Arts
  • Traditional Arts
  • Other recognised artistic disciplines
3

Rachnakaar Shree — Apex Honours

The Shree honours constitute the highest level of recognition under the Rachnakaar Awards.

1. Rachnakaar Sahityashree

The highest Rachnakaar honour in Literature. It is intended for an individual whose body of literary work, sustained contribution, influence, originality, cultural or intellectual significance and lasting legacy represent an exceptional contribution to literature.

2. Rachnakaar Kalashree

The highest Rachnakaar honour in the Arts. It is intended for an individual whose body of artistic work, excellence, sustained contribution, influence, cultural significance and lasting legacy represent an exceptional contribution to the Arts.

A Shree honour is not an automatic progression from Gaurav. A Gaurav recipient does not become automatically eligible for Shree. Similarly, fame, age, number of awards, commercial success or public popularity does not by itself establish eligibility for Shree.

4

No Compulsory Award

Rachnakaar Bharat Foundation shall not be required to confer an award merely because nominations have been received.

If, in the opinion of the authorised Awards Jury, no nominee meets the required standard, Rachnakaar may:

  • Decline to confer the award;
  • Defer the award;
  • Leave the category vacant for that year.

This principle shall apply particularly to the Shree honours, which are intended to remain rare and highly distinguished.

5

Nature of the Awards

The Rachnakaar Awards are:

  • Nomination-based;
  • Merit-based;
  • Jury-selected;
  • Evidence-based;
  • Independent of public voting;
  • Independent of commercial purchase;
  • Not participation awards.

No person has a right or entitlement to receive an award merely because they:

  • Were nominated;
  • Were shortlisted;
  • Have received other awards;
  • Are well known;
  • Have a large following;
  • Have appeared in the media;
  • Have been recommended by a prominent person.
6

Who May Be Nominated?

A nominee should have a demonstrable record of achievement or contribution in a field relevant to the proposed award.

Nominees may include, subject to the relevant category:

  • Writers
  • Poets
  • Authors
  • Scholars
  • Literary contributors
  • Musicians
  • Singers
  • Instrumentalists
  • Dancers
  • Choreographers
  • Theatre practitioners
  • Actors
  • Performers
  • Visual artists
  • Folk artists
  • Traditional artists
  • Cultural practitioners
  • Other persons whose contribution falls within the recognised scope of the Awards.

Rachnakaar may prescribe additional eligibility conditions for a particular year or award.

7

Age

There is ordinarily no maximum age limit for the Gaurav or Shree honours.

The Awards recognise achievement and contribution rather than age. A person may be considered at any stage of their career where sufficient evidence exists to evaluate their contribution.

8

Indian and International Nominees

Rachnakaar may consider:

  1. Indian citizens; and
  2. Individuals of any nationality whose recognised work has made a substantial contribution to Indian literature, Indian arts, Indian cultural heritage or related fields.

The final eligibility of an international nominee shall be determined by Rachnakaar based on the relevance and significance of their contribution.

9

Who May Nominate?

Nominations may be submitted by:

  • Literary institutions;
  • Universities;
  • Colleges;
  • Schools where appropriate;
  • Cultural organisations;
  • Art organisations;
  • Academies;
  • Professional associations;
  • Recognised experts;
  • Established writers and artists;
  • Previous award recipients;
  • Institutions with a demonstrable connection to the nominee’s field;
  • Other individuals or organisations expressly authorised by Rachnakaar.

Rachnakaar’s Awards Advisory Panel or Jury may also independently identify individuals for consideration.

10

Self-Nomination

Gaurav

Rachnakaar may permit self-nomination for Gaurav awards if the nomination window expressly provides for it. A self-nomination shall not receive preferential treatment.

Shree

Self-nomination shall not ordinarily be permitted for Shree honours.

Rachnakaar may independently consider a person for a Shree honour even where that person has not been nominated by a third party.

11

Nomination Is Not an Award

Submission of a nomination does not mean:

  • The nominee has been selected;
  • The nominee has been shortlisted;
  • The nominee has been endorsed by Rachnakaar;
  • The nominee is a finalist;
  • The nominee will receive an award.

Only an official announcement by Rachnakaar Bharat Foundation constitutes confirmation of an award.

12

Nomination Period

Nominations shall be accepted only during the officially announced nomination period.

The Foundation may:

  • Extend the nomination period;
  • Close nominations early in exceptional circumstances;
  • Reopen nominations;
  • Carry eligible nominations forward where expressly announced.

A nomination received after the deadline shall not be required to be considered.

13

Nomination Method

Nominations must be submitted through:

  • The official Rachnakaar website;
  • An officially authorised nomination form; or
  • Another officially announced method.

Nominations submitted through unauthorised individuals, unofficial social-media accounts or third-party agents shall not be considered unless subsequently verified through an official Rachnakaar channel.

14

Nomination Information

The nomination should contain, where applicable:

Nominee details

  • Full name;
  • Profession;
  • Field/discipline;
  • Place of residence;
  • Nationality, where relevant;
  • Contact information;
  • Professional affiliation;
  • Website or portfolio, if available.

Nomination details

  • Award proposed;
  • Field of contribution;
  • Summary of achievements;
  • Detailed statement of contribution;
  • Major works;
  • Years of contribution;
  • Significant recognitions;
  • Contribution to society/culture/literature/art;
  • Evidence of impact;
  • Reasons the nominee meets the stated criteria.
15

Supporting Documentation

A nomination may be supported by:

  • Books;
  • Published works;
  • Recordings;
  • Portfolios;
  • Exhibition records;
  • Performances;
  • Publications;
  • Research;
  • Reviews;
  • Institutional records;
  • Awards;
  • Press coverage;
  • Academic references;
  • Official websites;
  • Documentary evidence;
  • Other credible material.

Rachnakaar may request additional evidence where necessary.

16

Evidence and Verification

Rachnakaar may independently verify information contained in a nomination. Verification may include:

  • Checking published records;
  • Contacting institutions;
  • Contacting the nominee;
  • Checking publicly available information;
  • Requesting documentary evidence;
  • Obtaining expert opinion;
  • Verifying awards, publications or achievements.

A nominee or nominator shall not be entitled to prevent reasonable verification of material claims made in the nomination.

17

False or Misleading Information

A nomination may be rejected or withdrawn if material information is found to be:

  • False;
  • Fabricated;
  • Fraudulent;
  • Deliberately misleading;
  • Substantially exaggerated;
  • Supported by forged documentation;
  • Presented in a manner intended to deceive the jury.

Where such information is discovered after an award has been granted, Rachnakaar may conduct a review and may withdraw the award where justified.

18

Preliminary Screening

Before jury consideration, nominations may undergo administrative screening for:

  • Completeness;
  • Eligibility;
  • Category suitability;
  • Authenticity;
  • Adequacy of supporting evidence;
  • Conflicts of interest;
  • Other compliance requirements.

Rachnakaar may request corrections or additional information. Failure to provide reasonably requested information may result in the nomination not proceeding.

19

Nomination Dossier

Eligible nominations may be compiled into an internal Nomination Dossier for the Awards Jury. The dossier may include:

  • Nomination form;
  • Nomination statement;
  • Biography;
  • Body of work;
  • Achievements;
  • Supporting evidence;
  • Independent verification;
  • Relevant publications;
  • Relevant links;
  • References.

The format of the dossier may be determined by Rachnakaar.

20

Evaluation Principles

The Awards Jury may consider the following principles for the Gaurav honours.

Excellence
Quality and standard of work.
Achievement
Demonstrated accomplishment in the field.
Contribution
Meaningful contribution to the nominee’s discipline.
Originality
Distinctive ideas, expression or approach.
Impact
Influence on audiences, the field, society or culture.
Consistency
Sustained quality and commitment.
21

Additional Criteria for Shree

For Sahityashree and Kalashree, the jury may additionally consider:

  • Body of work;
  • Sustained contribution over time;
  • Exceptional artistic/literary merit;
  • Cultural significance;
  • Influence on the field;
  • Influence on future generations;
  • Innovation or originality;
  • Contribution to preservation or development of Indian cultural traditions where relevant;
  • National or wider significance;
  • Enduring legacy;
  • Overall stature of contribution.

No single factor shall automatically determine the award.

22

Popularity Is Not the Primary Criterion

The following shall not, by themselves, determine an award:

  • Social-media followers;
  • Television appearances;
  • Number of online views;
  • Commercial revenue;
  • Celebrity status;
  • Public voting;
  • Advertising expenditure;
  • Media popularity;
  • Number of previous awards.

Such information may demonstrate reach or impact, but the award shall remain primarily based on merit, contribution, significance and evidence.

23

Jury

Rachnakaar Bharat Foundation shall constitute an appropriate Awards Jury/Selection Panel. The composition may include persons with expertise in:

  • Literature;
  • Music;
  • Dance;
  • Theatre;
  • Visual arts;
  • Indian culture;
  • Academia;
  • Other relevant disciplines.

The Foundation may appoint different experts or sub-panels for different fields.

24

Jury Independence

The jury shall evaluate nominees independently and on the basis of the available evidence.

No nominee, nominator, sponsor, advertiser, donor, partner or other external party shall have the right to direct the jury to select a particular nominee.

25

Conflict of Interest

A jury member shall disclose any material personal, professional, financial or other conflict of interest concerning a nominee.

Rachnakaar may require the concerned jury member to:

  • Abstain from evaluation;
  • Abstain from voting;
  • Leave the relevant deliberation;
  • Have no access to certain confidential material.

The final decision regarding conflict management shall rest with Rachnakaar’s authorised Awards Committee.

26

Canvassing and Lobbying

No nominee, nominator, representative, family member, institution or associated person may improperly influence the Awards Jury. Prohibited conduct includes:

  • Offering money or gifts to jury members;
  • Offering personal benefits;
  • Threatening or pressuring jury members;
  • Attempting to purchase an award;
  • Making false claims that a jury member supports a nomination;
  • Repeatedly contacting jury members to influence a decision;
  • Organised manipulation intended to improperly influence the jury.

Rachnakaar may remove a nomination from consideration where serious improper influence is established.

27

Sponsorship and Commercial Independence

A sponsorship, donation, advertising arrangement, partnership or commercial relationship with Rachnakaar shall not create an entitlement to an award.

Sponsors shall not automatically have authority to:

  • Nominate award recipients on preferential terms;
  • Select recipients;
  • Override jury decisions;
  • Purchase award titles;
  • Represent sponsorship as an award.

Where a sponsor is permitted to nominate individuals, such nominations shall be evaluated under the same substantive criteria as other eligible nominations.

28

Shortlisting

Rachnakaar may create a shortlist of eligible nominees. The number of shortlisted nominees may vary according to:

  • Number of nominations;
  • Quality of nominations;
  • Category;
  • Jury assessment;
  • Available award structure.

Being shortlisted does not guarantee receiving the award. Rachnakaar may also proceed directly from nomination evaluation to final selection.

29

Final Selection

The final recipient shall be selected by the authorised Awards Jury/Selection Panel. The jury may:

  • Select one recipient;
  • Select joint recipients where justified and expressly approved;
  • Recommend a special recognition;
  • Recommend that no award be conferred.

The Foundation shall not be required to maintain a fixed number of awardees.

30

Joint or Multiple Recipients

As a general principle, each award is intended to recognise one principal recipient.

However, where the jury determines that two individuals have made substantially comparable and independently deserving contributions, Rachnakaar may approve joint recipients.

The Foundation may also determine that a particular award is appropriately conferred upon a collective, institution or organisation where the award category expressly permits it.

31

Gaurav Does Not Guarantee Shree

A recipient of Rachnakaar Sahitya Gaurav does not automatically become a recipient of Rachnakaar Sahityashree.

Similarly, Rachnakaar Kala Gaurav does not automatically result in Rachnakaar Kalashree.

Shree requires a separate assessment of exceptional and enduring contribution.

32

Posthumous Awards

Rachnakaar may confer a Gaurav or Shree honour posthumously where the individual’s contribution satisfies the relevant criteria.

The award may be received by:

  • A family member;
  • Legal representative;
  • Institutional representative; or
  • Another person authorised by Rachnakaar.
33

Confidentiality of Jury Deliberations

Rachnakaar may maintain confidentiality regarding:

  • Individual jury votes;
  • Internal scoring;
  • Ranking;
  • Jury discussions;
  • Internal recommendations;
  • Reasons why a particular nominee was not selected.

No nominee or nominator shall have an automatic right to inspect confidential jury records.

34

Finality of Jury Decision

Subject to correction of an established administrative error, conflict-of-interest issue, fraud, material misrepresentation or other exceptional circumstance, the decision of the duly constituted Awards Jury on matters of artistic, literary and cultural merit shall be final.

Rachnakaar shall not ordinarily be required to provide individual scoring or confidential jury deliberations to unsuccessful nominees.

35

No Right to an Award

Nomination, recommendation, shortlisting or jury consideration does not create a contractual or legal entitlement to an award.

The Foundation retains discretion to determine whether an award is conferred, subject to these published rules and applicable law.

36

Withdrawal of Nomination

A nominator may request withdrawal before final selection. Rachnakaar may accept or decline the request depending on the stage of the process and practical circumstances.

A nominee may also request withdrawal from public consideration. However, withdrawal requests made after an official award announcement may be treated separately.

37

Withdrawal of an Award

Rachnakaar may review and withdraw an award where credible evidence establishes that the award was obtained or retained through:

  • Fraud;
  • Material misrepresentation;
  • Forged evidence;
  • Deliberate concealment of material facts;
  • Proven plagiarism or serious infringement;
  • Improper influence;
  • Material violation of eligibility requirements;
  • Other circumstances that fundamentally undermine the basis on which the award was conferred.

Before taking a final withdrawal decision, Rachnakaar may provide the recipient an opportunity to respond, except where immediate action is reasonably necessary.

38

Use of Award Title

Only an officially selected recipient may use the relevant Rachnakaar award title. Examples:

  • Recipient — Rachnakaar Sahitya Gaurav 2026
  • Recipient — Rachnakaar Kala Gaurav 2026
  • Recipient — Rachnakaar Sahityashree 2026
  • Recipient — Rachnakaar Kalashree 2026

A nominee or shortlisted individual shall not represent themselves as an award recipient.

39

Award Ceremony

The selected recipients shall be formally honoured at the Rachnakaar Annual Award Ceremony 2026 on 20 December 2026.

The Foundation may determine the venue, programme, sequence of presentation and other ceremony arrangements.

40

Absence from Ceremony

If a recipient cannot attend the ceremony, Rachnakaar may permit an authorised representative to receive the award.

Non-attendance shall not automatically cancel an award. However, Rachnakaar may prescribe reasonable arrangements for delivery or collection of the award.

41

Trophy, Citation and Certificate

A selected recipient may receive:

  • Award trophy;
  • Official citation;
  • Certificate;
  • Public recognition;
  • Inclusion in Rachnakaar’s official award records.

The exact physical form, design and accompanying materials may vary.

42

Publicity and Media

Rachnakaar may publicly announce selected recipients and may publish:

  • Name;
  • Professional profile;
  • Biography;
  • Award citation;
  • Photograph;
  • Publicly available achievements;
  • Award ceremony photographs;
  • Award ceremony video;
  • Interviews;
  • Other relevant information.

Any collection or use of personal data shall be subject to the applicable privacy notice and law. The Foundation should obtain the appropriate consent for any additional use requiring consent.

43

Nomination Material and Copyright

A nominator must have the authority to submit documents, photographs, recordings, publications or other material included in the nomination.

Submission does not automatically transfer ownership of copyright in the underlying work to Rachnakaar Bharat Foundation.

Where material is supplied for award administration, verification, archival or publicity purposes, the applicable nomination consent shall govern the permitted use. Participants, nominees and nominators should not submit material that they do not have the right or permission to provide.

Indian copyright law separately recognises authors’ rights and performers’ rights; therefore Rachnakaar should not rely on a blanket ownership-transfer clause for submitted creative material.

44

Personal Data and Privacy

Information collected through the nomination process may be used for:

  • Processing nominations;
  • Verifying eligibility;
  • Contacting nominees/nominators;
  • Jury evaluation;
  • Award administration;
  • Ceremony arrangements;
  • Certificates and records;
  • Official publicity where appropriately authorised.

Rachnakaar shall maintain an appropriate privacy/data notice describing information collected, purpose of collection, applicable rights, retention, contact/grievance mechanism and applicable consent requirements.

Where a nominee is below 18 years, the required parental/lawful-guardian consent shall be obtained where applicable.

The Digital Personal Data Protection Act, 2023 defines a child as a person who has not completed 18 years and includes a parent/lawful guardian in the definition of the Data Principal for a child. The final website implementation should therefore be checked against the provisions and rules actually in force at the time of launch.

45

Publicly Available Information

Rachnakaar may verify a nominee using publicly available information.

However, Rachnakaar shall not be deemed to have independently verified every statement appearing on the internet or in media reports. Material claims may be requested to be supported by reliable evidence.

46

Confidential Nomination Information

Rachnakaar may keep certain nomination material confidential where reasonably necessary for:

  • Jury evaluation;
  • Privacy;
  • Commercial confidentiality;
  • Intellectual property protection;
  • Internal administration.

Rachnakaar may disclose information where required by law or where necessary for legitimate administration of the Awards.

47

Professional Conduct

Nominators, nominees, representatives, jury members, advisors and associated persons are expected to maintain professional and respectful conduct.

Harassment, threats, abuse, intimidation, discriminatory conduct or deliberate disruption of the Awards process may result in removal from the process or other appropriate action.

48

Media Claims and Public Statements

No person may claim that:

  • They have been selected;
  • They have been guaranteed an award;
  • A jury member has guaranteed their award;
  • Rachnakaar has endorsed them;

unless such information has been officially confirmed by Rachnakaar. Rachnakaar shall not be responsible for unauthorised representations made by third parties.

49

Changes to the Awards

Rachnakaar Bharat Foundation reserves the right, where reasonably necessary, to modify:

  • Nomination dates;
  • Award categories;
  • Eligibility criteria;
  • Jury composition;
  • Evaluation procedures;
  • Ceremony arrangements;
  • Number of awards;
  • Award format.

Any material changes shall be communicated through official Rachnakaar channels.

50

Discontinuation or Non-Conferment

Rachnakaar may discontinue, merge, rename or temporarily suspend a category. Rachnakaar may also decide not to confer a particular award in a given year.

Such a decision shall not create an obligation to compensate a nominee or nominator merely because a nomination was submitted.

51

Force Majeure

Rachnakaar shall not be liable for delay, postponement, modification or cancellation caused by circumstances reasonably beyond its control, including:

  • Natural disasters;
  • Government restrictions;
  • Public emergencies;
  • Security concerns;
  • Venue cancellation;
  • Technical failures;
  • Serious operational disruption;
  • Other unforeseen circumstances.

Rachnakaar may reschedule or modify the ceremony or related activities where reasonably necessary.

52

No Commercial Purchase of Award

No person or organisation may purchase a Rachnakaar Award.

No sponsorship, advertising agreement, donation or commercial arrangement shall guarantee:

  • Nomination;
  • Shortlisting;
  • Jury selection;
  • Award;
  • Award title.

Any sponsorship shall remain separate from the substantive merit-based selection process.

53

No Public Voting

Unless Rachnakaar expressly announces a separate public-choice recognition, public voting shall not determine the recipient of the Gaurav or Shree honours.

Any public engagement campaign associated with the Awards shall not override the official jury process.

54

Records and Archives

Rachnakaar may maintain records of:

  • Nominations;
  • Shortlists;
  • Recipients;
  • Award citations;
  • Ceremony records;
  • Relevant supporting documentation.

Retention and handling of personal data shall be governed by the applicable privacy/data policy and law.

55

Official Communication Channels

The official sources of information for Rachnakaar Awards 2026 are www.rachnakaar.org and www.rachnakaar.com.

Rachnakaar may additionally communicate through its officially authorised social-media accounts, email, telephone or other communication channels.

Information circulated by unauthorised third parties shall not be binding on Rachnakaar.

56

Interpretation of Rules

Rachnakaar Bharat Foundation shall administer and interpret these rules in a reasonable manner consistent with:

  • The stated purpose of the Awards;
  • Merit and fairness;
  • The integrity of the selection process;
  • Applicable Indian law.

Where a situation is not specifically addressed in these rules, Rachnakaar may determine an appropriate administrative procedure consistent with the purpose and principles of the Awards. Such an administrative decision shall not be used to retrospectively alter a published result unfairly.

57

Conflict Between Publicity Material and Terms

Promotional posters, social-media posts, advertisements, interviews or other promotional material are intended to communicate the Awards and may contain abbreviated information.

In the event of a conflict, these Official Terms & Conditions shall prevail, unless a later official written amendment expressly states otherwise.

58

Applicable Law

These Terms & Conditions shall be governed by the laws applicable in India.

Any legal or regulatory matter shall be dealt with in accordance with applicable Indian law and the appropriate jurisdiction having lawful authority over the matter.
